Thanks to the great white north, snow is going to pile up into your front wheel hub, probably the drivers side; and after a few months, the black plastic is going to snap somewhat diagonally.
When that happens, the resulting flap is going to jab into your front wheel but not penetrate it, instead it's going to flop, flip, flap to its hearts content, making all the ruckus of sound you can imagine. Think 10 half full plastic bottles in your tire kind of sound.
Solution?
Rip that plastic off, you don't need it.
