Impala LX 3.8L V6

Is there anyone out there know a fix for this surging on a small grade? Is it the tranny or a fuel problem. Fuel fillter was changed after the car started surging, The I was told it was the TPS playing up, I do not was to put good doe into a guessing fix. Please help
I am at whits end as the warden keeps complaining about the surging.

Impala LS 3800 V6

The car will surge/jerk when the car starts to pull or go up a hill. But does not do it all the times. It started off as just a hint of surg/jerk but has gotten worse.
