Took car to dealership and they replaced VVT solenoids. Had no effect refused to reimburse for unnecessary parts. Took it to an independent garage and they repaired it. Judging by online complaints this issue is common to all GM 2.4 ecotech engines and most dealerships continue to replace VVT solenoids for the fix except it does not work. Enjoy driving the car when it is functioning properly but nervous that this issue recur.
Update from Aug 5, 2023: Update. Intake duct was also covered in oil on the inside.
EGR port was plugged requiring the removal of the intake manifold to clean it out.
Known issue by GM , there is a technical service bulletin explaining repair procedure but the dealership I went to clearly knew nothing about it.
