The emergency brake will not hold on a 20 degree incline. I took it back to the Chevrolet dealer in Winchester, Va and they told me Chevrolet knew about the problem and said it was a normal condition for the 1999 trucks. It appears the emergency brake cable has "stretched" to the point there is insufficient holding of the rear brakes. I plan on getting back to the Chevrolet regional warranty person and make a formal complaint.
