The problem settled down whenever I considered taking it in. Recently had a tune-up and the problem has come back. Seems to happen more when the air conditioner is on.

Idles up quick when starting, 1600-2000. Fluctuating idle. On highway driving RPMS jump 200-300 rpm while at steady speed with or without at cruise on.
