Grand Caravan 3.3L

We blew a tire. When I went to lower the spare (suspended under the van with a cable) the cable lowered, the tire did not. There is a safety mechanism which did not release. I called AAA and they couldn't lower the spare. We were towed to a garage where the mechanism was cut so that we could get the spare. A 15 minute job took over two hours.

Who would design storage under the floor board, where water, ice and dirt can get at the spare unit. In Canada and the northern states nothing good can happen with this system
