Expedition 4.6L

The starter in my 2000 Ford Expedition engages while idling in park and neutral, the radio comes on and off with no keys in ignition, it locks and unlocks by itself, you have to put it in neutral while driving to get the windows to go down, it's been through 2 starters, and the wipers come on and off with no keys in the ignition.

Only when it rains thought is it haunted. The dealer won't take it back. I don't know what to do... please help! I just bought it in January and all this started in February after it snowed.
