For many years only two types of headlights were allowed for safety reasons. This assured everyone always had sufficient light for driving at night. Then the auto manufactures pushed for approval of alternate lighting systems. One now common is to put clear plastic shields over the light bulb. However no requirement that these shields stay clear. Light of the civic is getting dimmer and dimmer as the plastic clouds.
