At all times air bag light was on. Also, cruise control and horn malfunctioned. Dealer examined the vehicle, and found that the clock spring was the problem. There was a recall for this vehicle, but consumer's vehicle was not included in the recall due to VIN.

The vehicle experienced the same defect as mentioned in NHTSA recall 02V293000; clockspring failure; the dealership indicated that this is the same problem but this vehicle is not included due to the VIN. Started with the clicking sound on the steering column, then followed by the air bag light coming on intermittently. After a day or so, cruise control and horn were not working. Clock spring was replaced and now all is working.

While driving at 35 mph air bag light came on on the dash board. When air bag light illuminated cruise control and horn stopped working. Dealer found that the clock spring needed replacement. A recall for 1996-1998 model year vehicles was issued, but this vehicle was not included due to model year.

On our 19'99 Plymouth Voyager, the airbag light started coming on intermittently when turning the steering wheel to the left. After a few days, the light stayed on while the van was running and we noticed that the horn and cruise control also were no longer operating.
