Toyota claims that the steering column bearings are no good causing a short. What does the column bearing have to do with creating an electric short? I must turn steering left to right to make it work. I would think there is horn contact behind the air bag that is defective or horn electrical connector harness that is defective of not making contact when the steering wheel is in the center position. If the horn does not work, I cannot get a safety check.
