While trying to start the engine (parked) on cold weather (aprox. 20F), "steering column lock" asserts and engine shuts down. It happens almost every time, if outside temperature is below about 35F. I have to try several times with slight pressure on steering wheel, before steering gets unlocked.

Takata recall. The contact owns a 2009 Volkswagen Cc. While driving 45 mph, the vehicle stalled without warning. The vehicle was able to restart after unknown attempts. The contact mentioned that the failure occurred on two occasions. The vehicle was taken to vacaville Volkswagen (21 orange dr, vacaville, ca 95687) where it was diagnosed that unknown parts needed to be replaced. The vehicle was repaired. In addition, the contact stated that there was a loss of power while driving various speeds. The vehicle was taken to the same dealer, but was not diagnosed due to the cost. The vehicle was not repaired. The contact experienced another failure where the steering wheel seized while driving. The vehicle was not taken to a dealer or repaired for the failure. The VIN was included in NHTSA campaign numbers: 17V509000 (fuel system, gasoline) and 16V078000 (air bags). The manufacturer was notified of the failure and stated that the vehicle was out of warranty. The manufacturer did not offer further assistance. The failure mileage was unknown.
