Huge win for car owners! All TSBs to be made public. The Center for Auto Safety just made the NHTSA (US Government) make public the full text of all TSBs from now on. They are the same organization that has petitioned the NHTSA & filed lawsuits to protect car owners over exploding gas tanks & other major safety issues. Hi,

I've had this problem on my (California) 2003 EV since I bought the car (July 2013): after starting (easily/cold) the engine runs fine for about a minute, then becomes somewhat unresponsive for about another minute. I can usually "goose-it" a couple of times to get moving, but not always and it's dangerous to try to enter traffic like this. I've recently had new plugs installed and a couple other air-supply parts replaced and the car runs like a top except for this.

This always happens when the engine is cold, and occasionally after it has been run awhile. Mike Griffin in San Diego
