Parking brake adjusters froze, allowing parking brake to become non-functional. Vehicle failed state safety inspection as a result of this defect.

I've had several problems with my car. One of the problems is when vehicle is at a stopped position while driving, vehicle rolls back. Dealership claims it is normal. Air conditioning/heater does not cool/heat enough. There is a "klunck" noise from under the car almost everytime I stop. Dealership is looking into it and has Buick Corp involved.
