Power steering is having a pulsating issue whether still or moving. It's hard spot then soft. Seems to turn ok, but still has difficult spots on either left or right turning. Checked ball joints, sway bars etc. All good. Is it the pump or cylinder?

Steering effort was "lumpy" - the steering effort would change as you turned the wheel. Sometimes, it felt like you almost couldn't turn the wheel. The solution is to remove and replace the intermediate shaft in the steering system. The intermediate shaft has two u-joints. One of those joints was nearly frozen in one direction, causing the "lumpy" feel in the steering.
