Resistance Heater in this car, and also the 2019 Volt loaner I was given - remains on when I want fan only (which the screen says it IS fan only) when I'm trying to save battery range. This happens when the ambient outside temp is 40 degrees F or less.
Dealer says they cannot duplicate the problem, which is nonsense since the loaner they gave me while trying to fix a 'nervous center screen' did exactly the same thing. They made the screen better - but after 3 weeks of trying only made it somewhat better.
