I am just posting the problem here so the database can get more reliable. I found videos online how to do it myself at home and it was not costly repair.
Update from Apr 11, 2019: It was discovered as engine light went on and code was scanned. Overall when I pulled it off lots of gravel and sand was inside valve from driving over years. I was surprised but the valve was replaced with no issue. I could replace entire hose system, but it was not needed at the moment. It would double the cost of repair.
