Have 2001 cavalier that is a pain... Headlights dims went out in April and yet to work... Makes inspection unpassable.

Daytime running lights are not running. Also low beams do not work. When the car is started the light for the DRL comes on. As soon as it is put into gear, the car, the light starts to flash and there is a clicking noise coming from the breaker in the fuse box. The lights also flash 4 or 5 times. Replaced the DRL relay already still have the problem. My husband and son have worked numerous days trying to find the problem. What puzzles us is the fact the DRL lights did work two different times and they stayed on until the car was shut off. Then they would not work again. During that 3 weeks. This same thing happened in Mar. of 2009 when our son owned the car. At that time Watson Chevrolet in Monroeville, Pa. fixed it which cost $899.48. Now we have the same problem all over again. Why are these cars not recalled and fixed right before there is an electrical fire?
