Caravan Sport 3.3L

The headlights seem to work only one at a time. One headlight is the high beam and the other is the low beam. There is only one light on at a time even when I switch the high beams on or off. Vary rarely do both headlights work together at the same time.

Left headlamp works with the daytime running function but not manual control. Vice versa for the right side.

My Caravan is experiencing headlight problem. The right day running headlight does not work when the headlights are off, and the left headlight doesn't work when the headlights are on. Dodge Dealer advised me that the IDM needs to be changed and possibly another module as well. Total estimate is $1,000.00. Please advise what I should do?
