Front seat belt buckle sometimes does not lock secure in place seatbelt will pop out and need to re insert the seat belt into the buckle driver side

1st for no reason the horn goes off, I had to pull the fusees so I can keep my neighbors I'm driving around with no horn at this time. 2nd heater core was only heating one side of the car, 3rd passenger seat belt locks up the moment car starts.
