The contact owns a 2003 Saturn Vue. While parked, the middle seat belt in the rear seat was locked and became inoperable. The seat belt frame became detached. The failure recurred numerous times. The vehicle was taken to a dealer where it was diagnosed that the retractor needed to be replaced. The vehicle was not repaired. The manufacturer was made aware of the failure. The failure mileage was 60,000.
