We have a 1990 VW Jetta, that recently became very wet inside and out in a thunderstorm. Since then it will not start. At first it would start, sputter and die but now it just turns over but does not catch. we replaced the sparks, wires, distributor cap and starter. There are some dash lights that are on and do not go off even when the key is not in the car. Mechanic does not know what it can be. Would something in the fuses and electrical cause it not to start? Fuses were checked and none are blown.
