Volkswagen says that my cars VIN is not covered under the recall, want to charge me $1000 to run a diagnostic and fix the problem.

My air bag indicator light came on and the horn did not work so I take it to the dealer to look at. They tell me it's the clock spring. They said it cost $800.00 to fix. Then charge me $100.00 to look at it. The clock spring is behind the air bag. I don't know how to tamper with the air bag nor clock spring.
