There is an electrical problem that does not allow the engine to switch into overdrive when cruising at highway speed. Since this signal is not present, the cruise control does not work either.

On the 1998 Grand Cherokees, this same circuit is enabled or disabled by a OD switch located on the lower right side of the instrument panel just below the rear wiper switch.

The problem is that the vehicle get approximately 3 less miles per a gallon and the cruise control does not operate when this circuit is in the bypass condition.
