The drivers seat belt, the part accross the lap, doesn't restrain the driver in place during normal driving. You can pull the belt away from your body with very little resistance. GM and the dealer say that this is normal operation but the passenger belt provides positive restraint and my 96 Firebird provided positive restrain for both front seats.
