The Pontiac dealer service department accepted the car for agreed repair to steering column, but the "whining sound" when turning still exists. I think it's a manufacturer defect in the steering.

A slight whining is normal when turning the wheel hard especially when not in motion, but if it gets to be louder and whines when driving and turning, it's advisable to have the steering assembly checked immediately before the fluid is gone and your steering becomes very stiff or causes an accident!!
