Wastegate actuator was sticking and caused failure of the turbocharge and an EPC code putting the vehicle into limp mode. The wastegate actuator is not sold as a separate component and requires replacement of the full turbo which was quoted initially at ~$2,400. The vehicle was past VW's extended turbocharger warranty, but fortunately was able to be covered under the PZEV warranty enforceable in Massachusetts.
Unfortunately, the dealer I went to for service pretended as if the PZEV warranty didn't apply and charged me a discount rate that I had to fight to get back. (Never go to VW Wellesley, MA)
