The contact owns a 2004 Volvo V70. The contact stated that the rear passenger seat belt buckle failed to unlatch. The seat belt had to be cut in order to release the passenger after three hours. Prior to the failure, the buckle was difficult to latch. The vehicle was not diagnosed or repaired. The manufacturer was not notified. The VIN was unavailable. The failure mileage was unknown.
