When starting and initially driving the vehicle in single digit temperatures the power assist to the brakes cuts off intermittently and without warning. When starting the vehicle in extreme cold temperatures the "tcs off" light illuminates and remains lit for approximately 30-45 seconds after the vehicle is running. When driving, the vehicle's power braking system fails to engage resulting in a stiff pedal requiring excessive stopping force. This situation goes away after brakes have been pumped or used repeatedly (presumably to warm up fluid). Problem does not manifest at higher temperatures and no additional abnormalities exist in braking performance and no dashboard lights illuminate to signal a problem. Potential for collision if above normal stopping distance is not observed during operation in cold conditions. Due to the fact that the issue is intermittent a vehicle diagnostic would likely turn up a "could not duplicate" scenario.
