The quality of this steering rack, the location of the reservoir to check the fluid level and the location of the rack and the possibility of slush freezing in the area of the rack are all factors in the poor design of this steering system.

The fluid level was never checked by the GM techs due to the location of the reservoir on the back of the engine. It is hard to get at and there are hot cooling lines in the way. The leak was first noticed when the steering got noisy from lack of fluid.

I just keep topping it up and driving it as this is a lot cheaper than replacing the failure prone racks.

Update from Jan 30, 2018: Solved the problem with Lucas fluid with a sealant include in the formula.
