The center rear seat belt retracting mechanism malfunctions and the belt tightens against the seat itself. Passengers using the center belt find it difficult to release the belt when fastened. After the belt retracts fully, the seat belt can no longer be used. If the rear seat back is subsequently "folded" down to allow for trunk access from the passenger compartment, the folded seat back will be stuck in the down position due to the center seat belt retracting without release.
