I took this to a Volvo dealer and he said it was a rack and needed replaced at $2,500.00. Then said no, he said it might be power steering pump for a cost of 1500.00. Took to a Volvo repair shop, they have had two weeks and said it was the power steering pump. Picked up today and same problem. $1,300.00 to say they fixed it. No fluid leakage, garage kept, 65,000 miles. Never lost fluid in pump, belt is good. This has been to three shops and still no fix.
