As you're going down the road at any speed just imagine the most annoying friggin' buzzing sound you can imagine. It is intermittent. There is no pattern. The damn buzz just comes and goes as it pleases. The only thing I can think to do is to tear apart the seat belt module and find the loose piece of plastic or whatever it is that is buzzing.
