I was driving approximately 20 mph when a car suddenly stopped in front of me. I could not stop in time, and hit the vehicle. My seatbelt [driver's], which I had properly fastened, did not retract and lock into place. The shoulder strap of the seatbelt fully extended, and I hit the steering wheel. The shoulder strap of the seat belt remained fully pulled out and no longer will retract at all - it will need to be replaced. I thought seatbelts were supposed to lock and hold in an accident??
