The A/C is cold while I am driving. However when I am at a stop sign, the AC compressor quits and the AC blows hot air.

I talked with Kia regarding this. The service manager said the Optima electric compressors have been having valve issues, which may intermittently make it seem warmer than what is set. I changed the Control Valve and it solved the problem.
