Well, got the TSB on strut tower cap defect to be replaced, but already the damage is done. The dealer only replaced the faulty rubber cap/seal so as to prevent "moisture" from getting in. The rust will manifest itself further even though the new caps were put on. The genius at dealer claims TSB only address the two rubber caps. They claimed Subaru has lifetime warranty on rust and told me to take my car to a bodyshop to do the "repair" work.
Looking for other people with similar issues to seek recourse. Thanks!
