Honda finally figures out that it is the struts that are the problem... and calls a re-call for the civics. they send a different model/type of struts... and that resolves the problem. glad that it was under warranty. Honda was nice enough to give me a $100 gift certificate for the inconvenience.

uneven tire wear hydroplaning increase potential told struts need replacing by Honest 1 repair shop. Sams told me the tires were defective and needed replacing. Heard about a recall of 2002 Civics for struts but was never notified earlier. Don't know if recall still good to use. Told would cost $1100.
