clunking noise when turning

I have been hearing an awful noise when I turn. I was told they could not see any leaks around the boots or causes and that no noise was heard. Odd since all my passengers can hear it too. I found what appears to be a leak around a boot shown in the picture. I suspect this is the problem. I know I have paid to have my tie rod ends replaced also.

I was told there's some problem with this clunking noise up front when driving so I drove it more then few times till finally I rapidly rotated the steering wheel back and forth and their it was, horrible sound, like the steering was coming apart. .. jacked the car up and found the problem while my assistant jimmied the steering wheel. ..the whole steering assembly was jumping all over the place, at least the bolt on the left side was holding the assembly some but without this cheap small junk bushing that should of never failed at this low mileage was missing, yes their are only two mounting bolts and the bushing holes are small among other things. well this is the first I heard of this problem but believe ti is related to brake shimmy prob we noticed sometimes and could lead to other steering problems like tie rods and pulling even cause an accident under extreme circumstances.

Update from Nov 5, 2011: Took Buick Lucerne up to Good Year and was told mounting bolt had come loose and he tightened it, it wasn't the rubber. That closes my Complaint. P.S. My car is a Lucerne.
