headlight burns out due to moisture shorting out $200 bulb

Had bulb replaced Nov 2014. Cost $200 for bulb and about $500 for labor because the front bumper has to be removed to install bulb! Great engineering!! Now, 3mo. later headlight has moisture in it and same bulb is burnt out again. Cadillac dealer says I need to replace both headlight units to the tune of about $2500! Are you kidding me? I have always been a GM guy starting with my 58 Corvette and I now have two Cadillacs and two Chev Duramax pickups but I"m done! I think everything or most of it GM now comes form China. No recalls, but the last time I looked, your headlights burning out in a rainstorm because moisture shorted them out seemed like a safety issue Mr. GM.
