My brother gave me his 2001 Chrysler Neon 2.0L LE trim. He had this car from new. According to his information the steering wheel began to wander, losing the correct position each time he was trying to park the vehicle. Also he said that the steering wheel loose "connection" with the wheels. This happened when he was trying to park the vehicle. On the road the steering gear behave fairly good.
I decided to take the car to the shop. A certified technician concluded that the steering rack dents where possibly worn. This means a complete overhauling of the steering gear, including the pump replacement because of fluid contamination from the metal rack. I decided not to move forward with the repairs because of other issues (electric and possibly with transmission).
My advice is that if you have this type of car, make sure that the steering wheel pump is working correctly. If you already have this problem go directly to your car technician. This could be a life threatening situation.
