When driving the vehicle at an undetermined speed, the air bag warning light appeared on the dashboard. The consumer took the vehicle to the dealer, and the mechanic determined that the clockspring failed. The horn and the cruise control did not work at all. (the air bag, horn, cruise control all tie together through the clock spring, same circuit failure per consumer)

I have a 1999 Dodge Caravan with 52000 miles and the the clockspring has gone bad chyrsler will not fix unless paid. As a mechanic I have seen quite a few in 1999 Dodge this must be added to the original recall. This is a safety issue.

I was viewing your website for complaints regarding 99 Dodge Caravan. I just had to have my van in the shop due to a problem which seems to have been a Dodge problem for several years now.. the clockspring in my van has gone out, which causes my airbag no longer to work, my horn does not work, and my cruise control no longer works. They want to charge me $260 to replace this part. Under my own investigation, I have found that from 96-98 minivans have all had this part recalled because of all the problems I suppose they are having on this part. And now from 2000 - 2001 Dodge trucks are now having a recall done on this same clockspring part! my question is why is there not a recall on this part for 99 vehicles especially considering all the previous and current problems that keep occuring.. you would think an airbag problem, would be a huge safety concern for any vehicle. And especially on Dodge/Chrysler products given their history with problems concerning this part!
Air bag light on and horn, cruise control not working. Dealer said its my problem & will cost $300+. I know there have been numerous complaints of same prob. & other year models recalled for same problem. The dealer told me the air bag will not deploy in a crash.
Horn has stopped working. Air bag light came on. We have been told to get this fixed immediately due to safety reasons. Already we have paid $35.99 for them to tell us it is the clockspring assembly. It will be at least another $165 (not including the postage charge for them to order parts) to fix it. Why is this not a safety recall?
Airbag light is on and horn don, T work, this is a safety issue. Went and had a diagnosis done came back as squibb on drivers side. We will fix the problem by changing the clockspring for $200+.why do I have to pay for it ?and I don't understand why 1996,1997,1998 & 2000 but not 1999 a piece of electric tape covers the airbag light rather nice.

Consumer drove the vehicle to the dealer for inspection, and mechanic determined that clock spring needed to be replaced. A recall was issued for the 1998 Caravan but not the 1999. The consumer believes the 1999 should also be recall for a faulty clockspring.
Consumer stated while driving air bag light came on and remained on. Consumer was told by a mechanic that this meant that if vehicle was to be involved in a collision air bags would not deploy. Consumer took vehicle to a dealer to find out about a recall. Consumer was told by dealer that this vehicle was not covered under the recall.
Problem identical to that covered by a recall for clock spring on previous year models, but does not include the 1999 Caravan. Air bag, cruise and horn inoperable and repaired at my expense. Contact with manufacturer fruitless.
1999 Dodge Caravan air bag system malfunctions. Dealer says the clock spring is causeing this problem. Wants me to pay $400+ to fix. This problem is recalled all the way up to the 1998 Dodge Caravan model. Contacted Dodge numerous times about this problem, they refuse to fix it. They know good and well they used bad parts. The dealer says the air bag will no longer function.
Intermittently air bag light and the oil light illuminated, and vehicle made a chiming noise when starting. The lights and the chiming continued for 5 to 15 minutes. Dealer could not duplicate or determine the problem.
I have a 1999 Dodge Caravan. The airbag light is on and my horn has stopped working. I am aware of a investigation of driver side airbags in 1996-2000 model years of this vehicle, but the dealer said this was not a recall for my model year. A member of my family has a 1997 model, and it is a recall for their vehicle.
At all times the air bag light stayed on and the horn did not work. The vehicle was taken to the dealer, who found that a new clock spring was needed. The manufacturer was aware of the problem.
NHTSA# 02V293000: On certain mini vans, the clockspring assembly may have been wound incorrectly during the vehicle assembly process. Consumer has the same problem. Dealer stated sorry this recall is only for 96 to 98.
