When you apply the brakes to stop or slow down the vehicle while in motion, the drivers seat slides forwards. I can't seem to figure out what is causing the seat to move forward when coming to a stop

While consumer was at a complete stop another vehicle ran into consumer's vehicle head-on, but none of the air bags deployed. Contacted dealer who was not willing to do anything about it. Consumer states that the driver?S seat belt did not keep the drivers head from slamming into the steering wheel.
