Voltage comes from OBDII plug, fuses are all ok (as are all relays). The ECU was replaced (turns out nothing was wrong with the first one either).
Theres no communication, Headlights flicker while driving (as does dashboard) Dealership codes (the ones from the odometer, as its the only ones they can pull) say there is no communication from ANY of the computer modules.
Because of that - odometer stopped working at 252K and turns into - - - - - - <--- dashes once i start moving, Traction control, cruise control, etc all dont work simply because of the ECU communications issue.
Engine goes on to default timings "again, because of the ECU issue" which causes stalling and bad idling "all sensors are OK".
Electrical issues have turned the van into scrap.
