Contacted Honda Dealer in Concord, NH. They arranged appt. with regional representative. Rep did not offer to fix problem. Rep declared that the seat belts had been cut. Yes, they are cut, when the seat belt retracts into the door post cavity, it intersects with the raw sheet metal. Over time, the sheet metal catches the material and creates a series of tears, the tears grow/expand over time. It has happened on both front seat belts on both Honda Civics I own. The Civics are same make/model/year. Not happy as the seat belt, to me, is very important.
