This paint should habe not peeled flaked etc. the roof is rusting and the whole car is now peeling

The sections of the vehicles that are flaking are the two front fenders and the roof. All three areas had large two inch flakes coming off the vehicle over time. The problem is obvious that the original paint job was applied improperly and in certain areas the paint failed to adhere to the metal. I contacted a Ford Dealer and was told that only the original owner could expect to recover any repair on the vehicle. This is a Ford Motor Company problem created by original poor quality control not an original owner or tenth owner problem.
