daytime running lights module failure

Canada requires mandatory daytime running lights. Drivers in violation can be fined. The 05 Altima DRL module provides 60% voltage to the high beams during daylight operation. When the module fails, daytime safety is compromised and, the left side high beam remains off whenever high beams are switched on at night. This results in very poor lighting range when both high beams are needed under certain conditions. So, there are two safety issues: 1- no daytime running lights, 2. less night visibility.
