Grand Prix GTP 3.8L Supercharge

I have a Pontiac Grand Prix GTP 99'. The car shifts great 1-2 2-3, but it wont go into overdrive. When i'm traveling down the road at 60mph the engine runs at 2500rpm's. It's a real bitch on gas and nobody can tell me what to do to fix it.
