I went to have this looked at some years ago and they said that it could not be painted because the hood is made out of material that can't be repaired. The total hood has to be replaced...

Grand Caravan GT 3.6L V6

Hood started showing several raised bubbles in the paint about the size of a dime, with paint starting to separate from the metal. Two of the bubbles popped and exposed the metal. Dealer said that this was common issue with the hoods and would have it stripped and repainted under warranty. Drove the car for another 60k miles and problem never returned.
