paint is bubbling on hood; no stone damage

My "new" car is not yet three years old and the paint is bubbling on the edge of the hood. I took it to a Ford dealer and a Lincoln dealer. Both said it was NOT covered under any warranty. Additionally I originally paid for Ziebart rustproofing which only covers rust from the inside out.

Both managers admitted that they see this problem, especially on aluminum sheet metal.The repair estimate is $550. and will take 2.5 days.

I am terribly upset and disappointed. A new car that cost more than $41,000. should not rust in less than three years.
