ebp malfuction

My first purchase at a dealership on a used 2018 Toyota CHR in September 2020. The buying experience in itself was good but 4 weeks with the car I get an advisory about a malfunctioning EBP. My husband started looking for any recalls on the vehicle and in November 30, 2017 a recall was made on about 2,8764 vehicle, Manufactured between 2/1/17 - 10/16/17 (mine was made 9/17) because the electronic parking brake (EPB) may not operate properly, possibly causing the parking brake not to disengage after it is applied or prevent it from being applied. Apparently the fix to this problem was the programming of the skid control ECU as necessary.

I take it back to the dealership with my information at hand thinking this will be an easy fix but my vin# wasn't part of the recall. Therefore, they wanted to charge me $129.00 just for a diagnostic. So after a back and forth with them and corporate, they did the diagnostic and apparently the vehicle was never reset and off I went on my merry way. A week later again, the same warning so I took it back to the dealership and supposedly they couldn't find anything and I was advised that when it happens to take a picture. As you can see this looks like it will be an on going progress. I'm starting to wonder if this was the reason previous owner sold it after 2yrs of owing it!!🤔 If Toyota thinks that I'm staying quiet after paying thousand of dollars on a vehicle they are mistaken.😡
