When I put the vehicle in drive the radio cuts off, the interior lights won't work, the windows won't roll down, and the instrument cluster blinks on and off. This only happens when it rains though.

I turn the car on and the radio won't work, the winshield wipers don't work, the windows won't roll down, the AC does not come on. All electrical is basically cut off. Lately, when I turn the car off, the power locks do not work. Fortunately I can just open the door.
